They are, after all, fighting a proxy fight on behalf of their corporate overlords and bribers funders clients lobbyists assholes:

Other bank regulators such as the Federal Deposit Insurance Corp and the Office of the Comptroller of the Currency — which have examination and enforcement but no rule-writing authority — are already making their case to lawmakers behind closed doors that regulating a bank and regulating the products it markets to consumers should go hand in hand. Yet regulators have to be careful to avoid looking as though they are allying themselves with the banks they regulate.
